Roadway Design

EFK Moen, as part of a joint venture with Jacobs Engineering and Hanson Professional Services, served as both Design Corridor Manager (DCM) for 22.3 miles and Design Section Engineer (DSE) for the northern 10.4 miles of the Central Tri-State Tollway project. This highly complex urban corridor includes 11 service interchanges, system interchanges with four Interstate highways, and eight lanes of traffic in most segments.

The project focused on master planning to relieve congestion, improve safety, and modernize aging infrastructure. As DCM, the team led comprehensive corridor-wide coordination, establishing design standards and overseeing roadway geometrics, traffic and environmental studies, utilities, drainage, geotechnical analysis, bridge condition reporting, ITS planning, signing, ROW coordination, permitting, and project cost development. Corridor-wide best practices, typical sections, and budgets were also developed to support consistent and efficient delivery.

As DSE for the northern segment, EFK Moen led roadway design efforts and evaluated existing conditions to develop eight improvement alternatives, ranging from in‑kind replacement to the addition of two managed lanes in each direction. Responsibilities included roadway design coordination, barrier warrant analysis, bridge condition reports, survey and ROW coordination, signing plans, cost estimates, and development of representative typical sections and standards.
